CreateFilterGroup()
Returns the FilterGroup object, which is a filter group for features of the specified type. The layer, the feature type owner, must belong to the Theme::Layers collection. To specify the filter group in a theme, the object need to be added to the FeatureType::FilterGroups collection. It is impossible to apply this method to a feature type that belongs to a work layer of a theme.
