Performs insertion of one or several empty rows into a table.
If there is a selected cell or a rectangular block of cells in the table, the number of rows in this block will determine the number of rows being inserted, and inserted rows will be placed before selected ones.
If there are no selected cells, one row at the end of the table will be inserted.
