Allows adding a new element to the layout – an ellipse.
The cursor takes the form of a cross: 
. The user can specify the place in the editing pane where the ellipse should be placed and its size. For this purpose one should press the left mouse button in one of the corners of the rectangle inside which the ellipse will be located and release the button in the opposite corner of this rectangle.
Created ellipse becomes active element of the layout. The user can specify ellipse style using the command Element+Properties.
