If a list of GDB users is created in GDB, for every user permissions to GDB components are granted. They determine the set of components accessible for this user as well as a set of operations which can be performed by the user with every accessible component. To manage permissions a property sheet of user properties is used.
Shared style library is a separate object of access control. Not all users have permissions to edit it.
